The name Klaipėda (Cleipeda) is mentioned for the first time when describing Klaipėda Castle in 1252–1328. It is believed that the city (Memel in German) began to be built in the 13th century. in the middle east of the castle on the former island of the mouth of the old Dane. 2/3 of the city belonged to the Livonian Order, 1/3 to the Curonian Bishopric. In 1254 (or 1258) Klaipėda received the right of Lubeck. In 1258 St. John's Parish and St. Churches of St. Nicholas' Region. In 1290-98, St. Virgin Mary Cathedral and Chapter (later moved to Ventspils). Klaipėda was founded as a support point for the German aggression against the Whites, so it was often attacked - until the 13th century. at the end of the year, mostly Semba and Žemaitians, later - Žemaitians, and from the 15th century. in the middle of Gdańsk (trade competitors). 13-15 centuries the city was burned or destroyed about 20 times (burned in 1360, occupied and burned in 1379, castle destroyed in 1393). 14-15 centuries Klaipėda expanded little - historical sources usually call it papilus, a small settlement or town.
 
Until the 16th century in the second half, brick construction was not allowed in it for military reasons. In 1328, the Livonian Order, due to constant battles with the Zemaites and Lithuanians, in 1392 the Curonian Bishop transferred his Klaipėda estates to the Prussian branch of the German Order. 15th century at the beginning, an attempt was made to combine the castle and the city into a single defensive system, in 1408 the city was replanned by the locator J. Lankau. Even after the Battle of Žalgiris (1410), Klaipėda remained under the Teutonic Order according to the 1411 Peace of Torun and the 1422 Peace of Melno. In 1475 it was granted the right of Kulm, typical of land towns.
